Dragging a file from the Package Explorer and dropping it into an email was 
difficult in Eclipse.

The mouse down on the filename in the Package Explorer brought Eclipse to the 
front and hid the email. Alt-Tab to change windows did not work while the file 
was being dragged. I had to unmaximize eclipse, move it so I could see both 
windows at the same time, then drag the file.

Windows Explorer does not bring the explorer window to the front on the mouse 
down. Windows also allows Alt-Tab to change active application during a drag 
operation. (I don't know what the correct cross-platform solution to this 
should be -- just documenting how one platform currently behaves).

May be related to bug 5089. Should use platform DND activation.
Activation on mouse down may be a separate issue though.

Alt+Tab during drag works now. 
Mouse down still activates though. 
Explorer activation on mouse up seems to be specific explorer behavior. Outlook 
does not do this (also activates on a mouse down when dragging).
