2.Eclipse will not responding

More information:
the log will report connect time out and the URL link to http://download.eclipse.org/birt/update-site/2.3/features/org.w3c.sac_1.3.0.v20080102-36-2hE77b7M8U8S88.jar. but i don't want to update the plugin
