Linux Open Client 2.1

Not sure if this a problem with the Linux Open Client screen reader or in SWT

- start workbench
- use tab keys to give focus to a toolbar item
- nothing read

I cannot reproduce this issue on 4.8 M7, GTK3.22, and Fedora 28. All ToolItems are read as expected.
