open linux 2.1, screen reader enabled

- set the focus in the package explorer
- use tab to set the focus to the view tab 
- screen reader reads 'Page tab, Package Explorer', disabled.

Maybe a linux screen reader issue, Carolyn?

I cannot reproduce this issue on 4.8 M7, GTK3.22, and Fedora 28.
