Description: If there are no projects or all projects closed the New menu 
should only list the
addition of newe Projects and not things like file or folder.

Reproduction Steps:

1. On Eclipse 2.0 GA open Eclipse
2. With no projects open or no projects in the workspace click on New from the 
file menu.

Obeserved Results:  A list of Folder, Project, File and Other comes up as valid 
items you can add

Expected Results: Only the valid items that you can add should display (in this 
case Project).
