We want to add the ability for stacks to be pinned open so it is not so difficult for the user to create elements from a stack they are frequently using.  There are also some UI look and feel changes to be made to the stacks.

This is step two of the palette UI changes made in Bug 133385.

proposed patch

Attached is my proposed solution.  There are still a few bugs which I can address later:
- keyboard accessibility does not work with these pinnable stacks
- pin figure needs to be centered a bit better
- the outline of the stack figure has a funny line bend when expanding last or first stack in row -- noticable most in columns layout mode.
