When a user switches between editor tabs, the name of the editor tab is not read.

Only seems to be reproducible on GTK3.

Patch is in master now. This fixes CTabFolder navigation as well, meaning the tabs in CTabFolder are read properly by Orca.

Please verify(get verify) this bug fix in latest M4 build.
