The CreateFolderAction and CreateFileAction classes in org.eclipse.ui.actions are no longer used,
since we're sharing the NewWizardMenu in the navigator and packages view.
They should be deleted if not needed by WSA.

Should ensure they are deprecated for 2.0.
Consider removing them.
