1. Open a java perspective.
2. Remove Package and Hierarchy Views.
3. Save perspective as "test".

Result: You have a new perspective which has no java specific views in it, but
the icon for the perspective is still the java perspective icon.  

We should offer a way to customize this icon OR fall back to the default
perspective icon.
