The platform UI should allow products to make certain level of customization to existing perspective definitions, such as re-arranging order of views, surfacing a particular view by default, etc.  It has the following benefits to customers of the end product:
- When a product makes contributions to an existing perspective via "perspectiveExtension", it can customize it to suite the needs of specific target users of the product, which may expect a different layout than the default one defined by the original perspective factory.
- When such mechanism is lacking, products are left with the only option of creating their own perspectives, which cause perspective bloat and confusing overlaps b/w perspectives.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
