after a new JAR has been added to the build path and successfully committed, 
its decorator remains the '?' decorator. only when the project is closed and re-
opened is the decorator correct. F5 has no effect.

Moving to Team since they provide the team decorator.

JDT uses a custom icon for Jars and it appear that the decoration sequence is 
not occuring as it does for other files. This has been logged in another PR.
