On Windows, it's conventional to indicate the default menu item by displaying 
it in bold. The default item is the menu item which will be executed if you 
double click on an item.

For instance, the system menu on a window's icon in the top left has 'Close' 
in bold, since this is what happens if you double click on the icon.

Eclipse should conform to this convention and use bold to indicate default 
menu items on platforms where this is supported.

I believe this only happens in menus controlled by the window manager on 
Microsoft Windows.  I don't think it is not something that applications are 
supposed to do.  I've verified by looking in Microsoft Word and Lotus Notes.

This is incorrect. It happens in any menus where the application has 
designated a menu item as default. MS Word obviously doesn't use this, since 
there is no 'default' action in a word processor. It doesn't perform any 
action when you double click on a word. However, other applications, such as 
Outlook Express do conform to this convention.

The API has been there since 1.0.  See Menu.setDefauttItem().

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
