Use the web UI to manage COSMOS.  Currently, the task of "bootstrapping" is done at the command line.  

Tasks include:
- register brokers with the management domain
- register data manager with brokers

More information is needed to understand the requirements.  What kind of information is needed to register the broker and data managers?

Some user scenarios should be defined.

Who is the end user?  System administrators?  Should there be a different perspective for this web ui?
