I wish there were a checkbox in "Code Style --> Formatter" that would cause the formatter to remove trailing whitespace off the end of java code lines. (Some people's code is just nasty, not mine of course ;)

Note that there's a clean up and a save action for this.

Yes, it was only lacking in 3.2

This requirement was already done a long time ago. In fact the code formatter does not need any specific setting for this as it always removes the trailing white spaces while formatting the code.

As it was said in original bug 50586, if you notice a case where it does not work, then please add the test case to help us to reproduce, thanks
