On quick inspection, it appears that, for operations performed on a folder, the entire structure rooted at that folder is sent to the server. Presently, this is not a problem since we usually perform commands deeply (-R). However, if we start support non-recursive commands (-l) we will need to fix the sending up of the local file structure

This bug has not been touched for 2 years. Closing as WONTFIX. Please reopen if you feel this is still an important issue.
Even after three years I still care about the issue I raised in bug 12396 <g>. It is distracting if I have a change only in package com.x.y but com.x (which does contain files as well and is shown in the package explorer) is also flagged as scratched. Of course, if I have a simple folder structure (not packages)) com/x/y and y is scratched I would also expect x and com to be shown as scratched.
Actually, this particular bug was fixed in 3.1. The CVS command infrastrucutre supports shallow operations. Also, with the use of ResourceMappings CVS operations on Java packages will be shallow. More work is plan for 3.2 (decorators, sync view, etc).
The issue I raised in bug 12396 has not been fixed yet then?
Correct. The specific cases of the Sync view and decorators are not in 3.1 and are planned for 3.2.
