If you create a project/folder with foreign characters you can not add a file to the folder. Reproduction Steps: 1. Select Regional Options from the Control Panel 2. In the General Tab select Cyrillic and Hebrew, then OK 3. After reboot select the Keyboard from the Control Panel 4. In Input Locales select "Add..." then add Russian then Hebrew and click OK 5. Install eclipse-platform-GM6-win32.zip 6. Open Eclipse 7. Select HE from the item on the task bar 8. Create a project using Hebrew (try ABCD on English keyboard which produces Hebrew chars when HE is selected) 9. Create a folder using Hebrew (BCDE was used) 10. Try to create a file (using CDEF) you get and Error saying the file already exists and it fails. Though the file appears to be created in the file system. Expected behaviour: the file is created correctly and appears in the navigator. Try with Russian same behaviour
Probably a duplicate of bug 13463. If you use an install of Windows that is in that locale, it should work correctly. This is only a problem if you start with an English windows install and switch on the fly to another language.
