When new feature project is created, build.properties file is not automatically 
created with it. As a result, building the feature into the Update JAR format 
will result in an empty JAR containing only meta manifest. 

Workaround: create build.properties manually and list the files that should be 
included in the jar using bin.includes = *** and src.includes = ***
