In build F2 on win2k, I'm creating a Feature project, edit my feature.xml,
choose "Create Feature JAR" from the context menu, keep the default target
(build.update.jar), and end up with jars without feature.xml.

This is because there isn't a default build.properties with:
bin.includes = feature.xml

Fixed.
Code has been released in HEAD.
