Usage scenario:

1. Clean Eclipse build of June 21, 2002.
2. Help -> Help Contents
3. Index is being built (cool progress, click-click-click)
4. Search for "Welcome"
5. Choose first selection "100% Welcome to Eclipse"
6. Highlighted are "Welcom" and "Welcom"

this is a recurring pattern (any search words, already happened in older builds)

This is a dup of bug 20802 which we marked as wontfix.
Help uses stemmed searches, so that's why only word roots are 
indexed/searched/highlighted.
