Feedback from NHS CfH: I think looking at file names for resolving Id is highly misleading. I would prefer to look into the mif file package element to resolve the id.

Do CfH get the mif package element populated correctly now? they never have before.
Generally, this intent is correct, but needs considerable infrastructure to make it 
perform acceptably, infrastructure that is currently not funded.

The NHS MIF RMIM tools produces the correct package element for a given model. The schemagenerator also uses the same while generating artifacts like schemas,htmls etc. I think org tools is also doing the but it is worth investigating. 

The HMD -> MIF translation also needs investigation.
