Currently there is no way for the developers to store and retrieve the eclipse preferences across different workspaces. Say for an example user works on two workspaces and he edit the JAVA preferences on one workspace and that user again have to edit the same in the other workspace. 

It will be a improvement and a productive to store and retrieve the preferences. If we can dump all the preferences to an XML etc. we can share that across users as well (example among a project team). This can be another item in the preferences UI to import preferences settings and this will trigger a runtime restart.

Check out File->Export->General->Preferences.
Does this do what you want?

Note: this is in a terrible place, hard to find, entered bug #206559 about that.
