Only way to resize chart is through property editor or drag and resize the chart in layout view.

Proposed Solution:
Chart Builder should also have chart size fields in select Chart Tab.

Property editor should list default chart size in inches. User can change the unit if needed. Respective conversion from inches to chosen unit should happen automatically. Right now, chart size is only displayed when we resize the chart by putting in some values.
