Rationalize/Integrate Apache Muse's security framework with COSMOS.

This enhancement focuses on the WSDM & annotations and although related, should not be confused with the overall security work jimmy is driving.

Depends on IP approval for a newer version of Muse which may prohibit delivery in i9.

Moving to i10 because this ER depends on a security implementation in Muse that is unlikely to meet IP cutoff.

This bug is dependent on COSMOS' plans for annotation processing in the web services management enablement project. Since no work is currently being done on this project, this enhancement has been move to the 'future' milestone.
