Steps to reproduce in F3:
Select Team>Target Site from the context menu of a project in Package View.
Click the Next button with the mouse (if you use the keyboard & hit enter, this
bug does not manifest itself).
Now try to switch to another application & type something.

Expected behavior:
The text should appear in the other application's window.

Actual behavior:
The dialog box for Target Site does not release the keyboard focus, thereby
preventing any other app from being used via the keyboard.
This does not happen in Motif or Windows.

The bug that this was supposed to be a dupe of has been marked fixed but this
still happens in F3 so I'm opening it until that one gets reopened to ensure
this problem doesn't fall between the cracks.
