1. Invoke Window | Preferences
2. Go to Workbench Page.
3. Change Open New Perspective to "In New Window".
4. Press OK.
5. Create project in workbench.
6. Open project in Resource Perspective.

Problem: If I'm in the resource perspective there is no way to replace the current
perspective / layout with another one.  For instance, it is not possible for me to
rearrange the current views into the same layout as the Java Perspective.  I can open
a new window, but this leads to a complete loss of context.
