Build 20020612 (F3)

I tend to change the preferences option 'perform build automatically on 
resource modification' quite frequently -- turning it off when doing structural 
changes that I know will break the world, and turning it on when coding methods 
that I want quick feedback on.  It would be helpful if there was a toolbar 
button to enable/disable this option rather than having to go via the window 
preferences all the time.

build UI is contributed by Platform UI.

A visual indicator whetehr auto build is on with the option to toggle would be 
desirable (post 2.0)

Need to revisit "mode" vs "pref" settings post 2.0.
User customization of toolbars would be a plus here.

An action was added to the Project menu in 3.0 that allows you to toggle the
autobuild state.  This is sufficient visibility for those who change the value
frequently.
