the fix

+++ This bug was initially created as a clone of Bug #17676 +++

Tested in Europa, Run-->External Tools menus not updated after organize
favorites, only the toolbar drop-down menus are updated. 

I think the attached patch can effectively fix this, please verify, thanks!

interestingly enough the Run and Debug menus don't work either....
