I am unable to create project references to non-existent projects. This constrains 
the order in which a user create their projects.

0. Start in an empty workspace.
1. Create a project P0 with a project reference to a project P1

Observe: the UI for setting the Project References property is empty (because
it only shows existing projects) and there is no way to create a project reference from
P0 to P1.

Expectation: it should be possible to add and remove project references to both existing and
non-existing projects. When showing project references, the UI should include a visual indication
when the project referred to does not exist.

NOTES:
jeem (5/14/01 11:16:25 AM) - This needs to be coordinated with the JDT UI, whose
build classpath entries are analogous and should be presented to the user with similar controls.

JW (5/14/01 11:42:42 AM) This problem is not as important as 1GDQ0YJ.  I would consider this a P3.

Everyone has been living with the restriction so long, it does not seem to 
bother people. So I'd recommend getting it off the books given that no one has 
shown any interest in fixing it.
