Themes allow the BIRT report developer to make the look and feel of BIRT reports consistent with corporate presentations and web sites. Currently, charts in BIRT reports do not utilize themes that are defined for a report. This project aims to rectify this shortcoming by making it possible to utilize existing report themes in a chart.

Clarification from Krishna:

"when you create a new pre-defined style [in the New Style dialog], there is 
currently only 1 chart style. it would be nice to have more such as chart-title 
etc. this way, you could create a library with a theme that included chart 
element styles in them and then just have this applied to the chart"
