1) Select a folder, Open a "Java" perspective on it.
2) Select the same folder again, Open "Java "perspective

The second time, I would expect it to just switch to the already open perspective, instead it opens
a duplicate.  Compare with VA/J when you double click on a package.  It either switches to an existing
package browser, or opens a new one if not available.

This has been fixed in the new perspective story.
