Steps To Reproduce:
1. Have two projects, Project1 and Project2
2. Right click on Project1 > Properties, select "Project References", select "Project2". Click OK
3. Rename Project2 to Project3
4. Go back to Project References of Project1, you will Project2 is still selected, and Project3 is added to the list but not selected.
