Regression: auto-scrolling during drag and drop operations in the navigator used to work, 
but doesn't in latest build.

Still not working in 20020129 build. Auto-scroll works in the packages view, but 
not the navigator.  Without this support, DND in the navigator is not usable.

Fixed. Using SWT support.
