Now that the XMLMemento has been fixed to throw the proper exception and read 
the correct element, AntUtil can drop its override of that method. Also drop 
it's dependency on xerces plugin

Not applicable anymore

Note: new external tool work is not yet released to the head stream and won't 
for a while yet.
