build f2:
in the sync view  I had 20 outgoing changes and 1 outgoing addition. I selected
the outgoing addition and said "remove from view" then when I tried to commit
the remaining outgoing changes I was asked if I wanted to add the new resource
to CVS. But I had removed the resource from the view. Somehow the sync set still
has this node and thinks that there are outgoing additions.
