clean f2:

invoking an external tool like notepad or ie should not block eclipse. external 
tools during build steps should definately block to avoid parallel threads 
during the build process, but regular external tools launched off the menu 
should only block when there is a good reason. perhaps a boolean tool property 
[block on execution] would solve this problem.
