Steps To Reproduce:
1. Switch to the CVS Repository Exploring perspective.
2. Select a repository location.
3. From the pop-up menu select Refresh Branches.

The Finish button should be disabled when there is no remote project selected. It should be also disabled when selected Working Set(s) don't match any of remote projects.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
