F2 build

The org.eclipse.help.ui plug-in's doc/ subdirectory is missing 
from the (windows) binary runtime drop.  It is present in the 
(windows) SDK drop.

(This particular doc/ subdirectory contains an important file, and
is explicitly listed in the bin.includes clause for the
plug-in's build.xml.)

I suspect a build target left over from 1.0 that is deleting doc/ 
subdirectories from plug-ins. This deletion is no longer wanted or 
needed.

The org.eclipse.help/doc directory is also missing from the platform build, and 
build.properties is actually listing the dir.

I suspect this is more custom build problems.

The build spec for binary drops was to not include doc directories in the 
plugin.  The scripts can be modified to either do one of the following for 
binary drops only:

1.  delete all doc directories in plugins except for org.eclipse.help.ui (and 
any other specified)
2.  leave all doc directories in place.

Please let me know which solution is preferred and if there are any other 
suggestions.

Fixed for the next integration build.  Build scripts have been modified to 
leave doc directories found in plugins.
