Newly created profiles are always active, even if you uncheck Make Active.

Steps to reproduce:
Go to the Team View.
Click Create a new Profile action on the toolbar.
Specify a name and uncheck "Make Active".
The newly created profile is active.

Patch looks good to me, but it's not my area of work. While DaveD is away -- DaveM can you have a look or ask somebody else so we get it committed? I believe that this patch and the one attached to bug 189219 are actually the same.
