After making a profile inactive and restarting the workbench the profile becomes active again.

Steps to reproduce:
Go to the team view.
Right click on a profile and select Make Inactive.
Restart the workbench.
Go to the team view and you will see the profile is Active.

Patch looks good to me, but it's not my area of work. While DaveD is away -- DaveM can you have a look or ask somebody else so we get it committed? I believe that this patch and the one attached to bug 189271 are actually the same.
