I don't seem to be able to add a task to a project, folder, or a file which isn't open.
	Perhaps there is some menu option that I just don't see?

	Should have standard NewTaskDialog which lets you choose description, resource, and priority,
	allowing defaults to be configured for these.
	Could then add "Add Task" to navigator, and change text editor to use this too.

Deferring until development resources become available to consider this 
enhancement.

Works in packages view (Edit> Add Task)but not in Navigator. Looks like we 
need a global action handler.

The Navigator did add a global action handler. However the action did not 
enable for folders and projects.
Fixed in > 20030131.
