Steps To Reproduce:
1. Install Eclipse 3.3M7 (on MacOSX)
2. Export RCP Application defined as product
3. Start Exported Application
4. Main window shows up, menu missing, key bindings (e.g. quit) not working


More information:
After installing the RCP Delta Pack and exporting the application, menu does show up as expected. 
Starting PLugins from workspace, or starting product from workspace does show menus.
