I just started a clean workspace, checked out Mylar from cvs and applied a patch from a bug I was previously working on.  I retrieved the context that I had previously uploaded, and the popup "No local task context exists.  Retrieve from repository?" kept coming up (ContextUIPlugin, line 223).  I clicked Yes, and then Finish on the next dialog (can't remember exactly what it said) and the context seemed to be successfully retrieved (i.e., the package explorer shows the focused UI, with the correct elements) but the "No local task..." popup kept coming up.  Once I clicked "No" on that popup, it went away but if I kept clicking "Yes" and "Finish" on the next dialog it kept appearing.

I'm familiar with this bug but thought I fixed it.  Are you using the most recent dev bulid (2.0.0.v20070506-2200)?  If not could you try it with that and see if you can reproduce?
