It would be useful to have tooltips describing views, which would appear when the mouse hovers over its pane.
Having tooltips appear over the views themselves would be too distracting.
Add getToolTipText() to IDesktopPart, or setToolTipText(String) to IDesktopPartSite
The latter would allow the part to change it at any time.

Not sure what this bug is asking for, but if it's tooltips on view/editor tabs, then we have that now. Closing.
