Workbench parts should not be created eagerly if they are in a hidden perspective.
E.g. this would avoid starting the Java plugin if a Java perspective was open but inactive

David and Eduardo were working on this. The changes were very scary and would 
likely cause existing plugins to break as they are not expecting to be lazy 
intialized. 

As part of the performance review this item will be revisited.
