Currently we are conservative in only allowing the UI Usage Report wizard to upload org.eclipse.* data to mylar.eclipse.org.  Other plug-ins could contain useful usage data.  Also, the usage monitor plug-in could be extended to upload to alternate servers.  Eugene's comment on bug 178604 comment#12 describes a scheme that could support this.

This feature could be implemented incrementally. I.e. as a first step make all ids obfuscated and implement server-side logic to match them with the dictionary of public ids. Client side configuration for allowed elements can be implemented later.

Not ready for bugday until the monitor and corresponding servlet do a better job at presenting information currently collected.
