The two Browse Workspace buttons in the Edit External Tool dialog show different dialogs. One has 
a navigator toolbar, one doesn't. More importantly, the order the projects are displayed in 
differ between the two. These dialogs should be consistant with each other.

The new external tool support will fix this ui difference.

Note: new external tool work is not yet released to the head stream and won't 
for a while yet.

This bug has not been fixed and should not have been closed.

The equivalent buttons are on the ExternalToolsMainTab in the current code base.
The browse workspace buttons have different contexts...one to find a file and 
one to find a working directory. I agree it would be nice if the dialogs were 
consistent but the current ui framework does not provide for this and it is not 
a priority to role our own dialogs at this stage.

The projects are listed consistently on the current code base.
May revisit later.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
Please reopen this bug if it is still valid for you.
