It would be nice to be able to place headers and footers on a landscape page along the short edge of the paper (like they are on a portrait page).

I asked in the birt newsgroup whether this is possible and Jason Weathersby suggested I post an enhancement request: "BIRT currently does not support this, but this would be a great enhancement request."

add the plan key word for future release consideration.  Also +1 for this feature.  

How about add another page setting as landscape-content   that only put the content area in landscape orientation.

defer to 2.5.2 for resource issue.
