Change block borders and background should also be drawn in line number ruler. Currently, the line number ruler is drawn completely on top.

We would need support from the LineNumberRulerColumn to do this properly (or we would need to write our own). I think this would be too ambitious for 3.3.

Screenshot showing another issue that could be fixed on this bug. There is a line that always gets drawn over change block borders. I'm not sure if it is a part of line number ruler or not.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
