The org.eclipse.releng.tools plug-in will not build out-of-the-box for those of us that do not have a J2SE-1.4 (or higher) EE set as our default EE (I personally have CDC-1.0/Foundation-1.0 set as my default EE).

Project-level patch to add Java environment and compiler settings to the project.

This patch will also localize the Bundle-Name and Bundle-Vendor attributes of the MANIFEST.MF file.
