Steps To Reproduce:
1. Create a change set with at least two elements
2. Select 'Expand All' for the change set
3. Update one of the files within the change sets

When update finishes, the change set is collapsed.

As one can see on the screenshot, other change sets stayed intact (expanded) after the updated.

This could be a timing issue between the viewer update and the update of the change set.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
